Just wondering, you recommend bit.ly to shorten link, I have tiny.cc account, and I assume that`s ok too. When sending "thank you for following" mails on twitter-followers, I was thinking of sending my direct link to my OTO optin, and shorten the optin link, and give away the free ebook in my optin, instead of putting the offer/optin in my blog and send them the link to my blog. Will this be too direct, or do you think this is ok for twitter?

I'm not sure what you mean here...
If you're talking about shortening your link before using it, then I do it all the time. If I suggested bit.ly it's because of the possibility to customize your links, like this bit.ly/MoneyWithOTOs - this is more "elegant" than a long complicated link. I have no experience with tiny.cc, if they let you do the same thing then I guess it's fine.

Note that you can't post ClickBank or JvZoo links to Twitter, or even shorten them with most URL shorteners. They'll either be simply rejected, or a big fat warning will be shown to anyone visiting the link.
Any other link is OK as far as I know (not sure about Amazon affiliate links).

Ok, maybe I am a little unclear. When people follow me on twitter, I have set up an automatic thank you reply to them on tweetadder. I have put the link to my blog in this reply and said that there is a free ebook for them there, which is my oto optin page.
I want to change this, and instead of giving them the link to my blog, I`ll send them the direct link to my oto optin page. And I will shorten this link.
I wonder if it will be any problem with twitter to send this direct link to my followers.

I don't see any problem with that.
Just make sure you set up several different replies - even if they all contain the same link - at least 10 or even more. Otherwise your risk getting suspended.
